The<br />situation of these families might be that one parent is a citizen and that the other is not in our country<br />legally. Or, the situation might be that some children in the family are citizens and that a brother or sister<br />is not here legally.<br />&nbsp;<br />Our hearts go out to these families. We know them to be good people who work hard and who contribute<br />to the economy and to the quality of life of their communities.<br />&nbsp;<br />We will continue our advocacy against the provisions of SB 1070 and will monitor the implementation of<br />the provisions allowed by the ruling.<br />&nbsp;<br />We will continue to advocate for comprehensive reform of our nation's immigration laws.<br />&nbsp;<br />Our advocacy is predicated on our beliefs that:<br /></span></td></tr><ul class="disc"><li><table border="0.000000" cellpadding="10.000000" cellspacing="0.500000"><tr height="0"><td valign="top" width="677"><span style="font-size:13px; ">Illegal immigration is bad for our nation. It is not good for us to not know who is entering ourcountry.</span></td></tr></table></li><li><table border="0.000000" cellpadding="10.000000" cellspacing="0.500000"><tr height="0"><td valign="top" width="677"><span style="font-size:13px; ">Our international borders need to be secured and we need to be protected from drug smuggling,weapons smuggling, human trafficking and violence.</span></td></tr></table></li><li><table border="0.000000" cellpadding="10.000000" cellspacing="0.500000"><tr height="0"><td valign="top" width="677"><span style="font-size:13px; ">There must be a process - but not amnesty - for persons who have entered our country illegally to pursue legal status. This process must have proportionate consequences for the act of illegal entry, consequences that would include fines, learning English, and going to the "back of the line" to seek citizenship.</span></td></tr></table></li><li><table border="0.000000" cellpadding="10.000000" cellspacing="0.500000"><tr height="0"><td valign="top" width="677"><span style="font-size:13px; ">Our nation needs a program that would allow needed workers to enter the country legally. This program must include protection of worker rights.</span></td></tr></table></li></ul><tr height="0"><span style="font-size:13px; ">The tragic consequences of the failure of our nation's political leadership to enact reform of our<br />immigration system have included the deaths of thousands of people.<br />&nbsp;<br />Migrants - women, men, children in desperate circumstances - have died trying to enter our country. U.S.<br />citizens have died because of crimes committed by drug smugglers, people smugglers and weapons<br />smugglers.<br />&nbsp;<br />We pray for those who have died and for their grieving families.<br />&nbsp;<br />And we pray that our senators and representatives will put aside their partisan divisions and go to work<br />immediately to fix the broken immigration system.<br />&nbsp;<br />Most Rev. ">The Arizona Legislature is in what appears to be the final days of the legislative session.&nbsp; With the finish line in sight, we would like to thank all of the people who have taken time to write their elected officials on matters of importance to the Arizona Catholic Conference (ACC).&nbsp; Your support is greatly appreciated.<br />&nbsp;<br />The passage last week of SB 1070 was certainly a disappointment.&nbsp; Your e-mails and continued advocacy, however, were greatly appreciated and actually helped to make some improvements to a problematic bill.<br />&nbsp;<br />While the ACC is disappointed that SB 1070 was passed and signed into law, we are also grateful for some huge legislative victories that were recently won as well.<br />&nbsp;<br />In particular, Arizona is now the first state in the nation to opt out of the federal health care plan with regard to abortion coverage in our new health care exchange.&nbsp; The ACC was instrumental in making sure this amendment was drafted and adopted onto another bill that was initiated by the Center for Arizona Policy prohibiting governments from offering abortion insurance coverage to their employees (SB 1305).<br />&nbsp;<br />More very good news also came late yesterday when Governor Brewer signed into law legislation that will allow people to make contributions to school tuition organizations until April 15</span></td></tr><tr height="0"><span style="font-size:11px; ">th</span></td></tr><tr height="0"><span style="font-size:13px; "> of the following year (SB 1274) and receive a tax credit for the prior year.&nbsp;<br />&nbsp;<br />This new law will greatly help people who are unsure of how much taxable liability they have until they start working on their taxes.&nbsp; At a time when overall contributions are declining due to the poor economy, this bill should provide much needed assistance that will enable needy children to attend the school that best fits their needs.<br />&nbsp;<br />When the legislative session is finally over and Governor Brewer has acted on all the bills on her desk we will put out a final wrap-up.&nbsp; Representative Steve Simon has authored such a bill, H.F. 224. Chris Leifeld, Executive Director of MCC, wrote a letter in support of this bill on April 21, 2010. In his letter, Mr. Leifeld states:<br />Access to courts without regard to economic or social standing is necessary to safeguard freedom and human rights. The passage of the 2008 ballot measure did nothing to ensure transparency or accountability in human embryo research, and may very well have opened the door for illegal research to be conducted by unscrupulous individuals seeking profit from suffering patients. "><br /></span></p><p style="text-align:left;"><span style="font-size:13px; ">SB 1070 is a problematic anti-immigrant bill that will soon reach Governor Brewer's desk.&nbsp; While finding meaningful solutions to immigration issues is a worthwhile endeavor, SB 1070 raises many serious concerns and could have a potentially negative impact on our great state.<br />&nbsp;<br />SB 1070 is not a legitimate solution to solving serious crimes at the border, or anywhere else, and actually may inadvertently reduce public safety.&nbsp; The reason for this concern is based on testimony that occurred during legislative debate where it was noted that SB1070 may compel local police, far removed from the border, to ignore more serious crimes because of language requiring that they enforce federal immigration laws to the "full extent permitted by federal law."<br />&nbsp;<br />Additionally, SB 1070 has been improved so that it is at least up to the police officer's discretion as to whether crime victims and witnesses will be turned over on immigration charges.&nbsp; It would be much better, however, if victims and witnesses could come forward knowing for certain that they will not be deported.<br />&nbsp;<br />If people are at all afraid to come forward and report serious crime, public safety is threatened in all of our communities.&nbsp;<br />&nbsp;<br />Finally, SB 1070 makes Arizona the first state in the nation to create its own crime for people who are merely present in the country without proper paperwork.&nbsp; The status of this new crime goes from a high misdemeanor for a first offense to a felony for a second offense.<br />&nbsp;<br />Supporters of this bill claim that the provision would be narrowly enforced so that it would allow local police to hold onto undocumented immigrants who are suspects in crimes.&nbsp; The reality, however, is that the bill itself does not limit the enforcement of this provision to these situations.<br />&nbsp;<br />This bill could make felons, not only out of dangerous criminals (as is warranted), but also the many undocumented immigrants who have come to this country at a very young age and have no familiarity with any other country but the United States.&nbsp; ">SESSION WRAP-UP<br /><br />The 83rd session of the Iowa General Assembly concluded on March 30th. The session was shortened by about a month to save money, which meant that most of the focus was on budget -related bills and less time was spent on policy matters. As it turned out, K-12 education received a very small increase in funding and human services received smaller cuts than expected because of the use of one-time monies (such as federal stimulus appropriations or state &ldquo;rainy-day&rdquo; funds). Donors receive a 65 percent tax credit for their contribution. The STOs use the donations to provide scholarships for low-income children to attend the school of their choice.</span><span style="font:10px Arial, Verdana, Helvetica, sans-serif; "><br /></span><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br />There are currently $7.5 million in tax credits annually, but the governor's tax credit panel suggested cutting the program by a third. As amended, the bill:</span><span style="font:10px Arial, Verdana, Helvetica, sans-serif; "><br /></span><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br /></span><ul class="disc"><li><span style="font:17px Arial, Verdana, Helvetica, sans-serif; ">enables IowaCare patients to receive care at a clinic closer to home (not just Des Moines and Iowa City as is currently the case)</span></li><li><span style="font:17px Arial, Verdana, Helvetica, sans-serif; ">provides some reimbursement to Iowa hospitals for emergency care of IowaCare patients</span></li><li><span style="font:17px Arial, Verdana, Helvetica, sans-serif; ">sets up a web information portal on health insurance options in Iowa.</span></li></ul><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br />IowaCare is the state health insurance program of last resort, covering people who make up to 200 percent of the federal poverty level but are not eligible for Medicaid.</span><span style="font:10px Arial, Verdana, Helvetica, sans-serif; "><br /></span><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br />The Iowa Catholic Conference supports the bill. It will help make health care more readily available to low-income Iowans in rural areas of the state. We also believe that an "apples to apples" comparison of health care insurance plans in Iowa will help consumers in making the right choice for their family. IowaCare Plus would have expanded eligibility for Iowans up to 300 percent of the federal poverty level.</span><span style="font:10px Arial, Verdana, Helvetica, sans-serif; "><br /></span><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br />On the national scene, there are efforts going on to reconcile the House and Senate health care reform bills. Generally speaking, we object to government-funded contraception programs. The Catholic Church does not consider those programs to be true "health care."</span><span style="font:10px Arial, Verdana, Helvetica, sans-serif; "><br /></span><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br />While proponents believe that contraceptive programs save the state money, as a practical matter, these projects do not seem to reduce the abortion rate or the number of children born to unmarried mothers. Additionally, another slight improvement was made with the individual credit by indexing the maximum allowable credit so that it increases with inflation.<br />&nbsp;<br />As if these bills were not enough, the third school choice bill to get preliminary approval yesterday (HB 2496) would extend the deadline for making contributions to the individual tuition tax credit from December 31</span></td></tr><tr height="0"><span style="font-size:11px; ">st</span></td></tr><tr height="0"><span style="font-size:13px; "> until April 15</span></td></tr><tr height="0"><span style="font-size:11px; ">th</span></td></tr><tr height="0"><span style="font-size:13px; "> of the following year.&nbsp; Such a change would help people who do not know how much taxable liability they have until they start preparing their tax returns the following year.<br />&nbsp;<br />While the House was approving these school choice measures, the Senate gave formal approval on Third Read to three pro-life bills this week.<br />&nbsp;<br />These bills would propose to do the following: 1) prohibit government entities in Arizona from offering abortion coverage in the insurance plans of their employees (SB 1305); Consequently, there was a flurry of activity as sponsors attempted to get their measures heard so that they could stay alive.<br />&nbsp;<br />Fortunately, the Arizona Catholic Conference (ACC) can report that its efforts to defeat extremely problematic measures relating to both assisted suicide (SB 1298) and the provision of morning after pills (HB 2737) were successful when they were both denied a hearing.<br />&nbsp;<br />Other problematic bills, however, did receive committee hearings, including a bill (HB 2597) that would have put a sunset on all tax credits.&nbsp; Following testimony from the ACC opposing the bill because of its impact on both the tuition tax credits and the charitable organization tax credit, the House Ways and Means Committee defeated the bill.<br />&nbsp;<br />Meanwhile, yet another bill of concern (HB 2632) was heard in the House Military Affairs and Public Safety Committee.&nbsp; HB 2632 is a parallel measure to SB 1070 (which has passed the Senate) and pertains to local police enforcing immigration laws.<br />&nbsp;<br />The ACC testified in opposition to this bill primarily out of concerns for public safety and the fact that crime victims and witnesses who are in the country unlawfully may not come forward and report crimes unless they have clear assurances that they will not be deported for doing so.&nbsp; Although the bill was significantly improved by an amendment, concerns remain over public safety and the creation of a new crime of criminal trespass for those merely present in the country unlawfully.<br />&nbsp;<br />Despite all of the defensive action taken on bills this week, there was also positive movement to report on bills supported by the ACC.&nbsp; The most significant development in this regard was the passage by the full House of a measure (HB 2148) to provide a preference for married couples in public adoptions.<br />&nbsp;<br />There are no committee hearings scheduled for next week as both the House and Senate focus their energies on the budget.&nbsp; This means that debate on the state's budget will begin in early March. The targets anticipate more than $200 million less in estimated expenditures compared to the current fiscal year. The biggest hit is to the Health and Human Services department, which includes Medicaid.</span><span style="font:10px Arial, Verdana, Helvetica, sans-serif; "><br /></span><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br />The last bill of the session, called the "standing appropriations" bill, is not included in the target amounts; therefore we don't know what the total budget will be.</span><span style="font:10px Arial, Verdana, Helvetica, sans-serif; "><br /></span><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br />Earlier in the week, the House passed the state reorganization bill 98-0. The bill, Senate File 2088, is estimated to save the state more than $250 million. Some legislators oppose the bill because they are not interested in addressing the marriage issue or religious freedom at all; others oppose it because they believe the bill would legitimize same-sex marriage. Many other legislators support the bills as a way to continue Iowa's long-standing traditions of religious freedom.</span><span style="font:10px Arial, Verdana, Helvetica, sans-serif; "><br /></span><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br />It is our position that mitigating the damage to religious freedom from same-sex marriage should be supported, as we continue to work for an amendment to Iowa's constitution to define marriage as a union between a man and a woman.</span><span style="font:10px Arial, Verdana, Helvetica, sans-serif; "><br /></span><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br />Sometimes people ask, "What's the real problem? Why does the church care?" A perfect example came last week as Catholic Charities in Washington, D.C. was told that the agency would be ineligible to continue its 80-year-old foster care and public adoption program because it will not place children with same-sex couples. And when we ignore their human dignity, we fail to recognize and value human life itself.&rdquo;<br />GAMC is an essential state-funded health care program that annually provides basic care to 77,000 of Minnesota&rsquo;s poorest and most vulnerable adults. It is scheduled to end on April 1, 2010. The majority of Minnesotans receiving GAMC have as their only income the $203 per month they receive from General Assistance payments. One-third of Minnesotans enrolled in GAMC are homeless, more than half suffer from mental illness or chemical dependency, and nearly one-third live with a chronic medical illness. The bill would have required require all schools, public and private, to offer &ldquo;comprehensive&rdquo; sexuality education each year from kindergarten through high school. In reality, these tactics mean that nothing is really over until the legislative session ends.<br />&nbsp;<br />For its part, the Arizona Catholic Conference (ACC) will continue to monitor all of the bills and amendments for their potential impact on the interests of the Catholic Church throughout the entire session.<br />&nbsp;<br />With regard to the highlights of legislative activity this week, the House Ways and Means Committee approved legislation (HB 2664) to provide more transparency and accountability to the individual tuition tax credit.&nbsp; Additionally, the Senate gave tentative approval to a bill (SB 1274) that would allow taxpayers to make contributions to school tuition organizations up until April 15</span></td></tr><tr height="0"><span style="font-size:11px; ">th</span></td></tr><tr height="0"><span style="font-size:13px; "> of the following year.<br />&nbsp;<br />The House Health and Human Services Committee, meanwhile, approved bills that would improve the reporting of abortion statistics (HB 2649) and extend the waiting period for divorces from 60 days to 180 days (HB 2650).<br />&nbsp;<br />On a less positive note, the Senate tentatively approved SB 1070 on Thursday relating to local police enforcement of immigration laws and the creation of new trespass crimes.&nbsp; Such is the case with SB 1070.<br /></span></td><span style="font-size:13px; ">&nbsp;<br />Under SB 1070, all local police officers would be required to investigate the immigration status of anyone with whom they make "legitimate contact" and have a "reasonable suspicion" that they may be present in the country unlawfully.&nbsp; Under such a policy, victims of crimes and witnesses are much less likely to report crimes because of a legitimate fear that they will be deported.<br />&nbsp;<br />Other areas of concern with SB 1070 include language that may compel law enforcement agencies to ignore more pressing criminal matters in favor of doing a much larger amount of immigration enforcement.&nbsp; Local police are facing potential budget cuts and need discretion as to how to best focus their efforts in protecting the public.<br />&nbsp;<br />Finally, it is worth noting that SB 1070 creates a crime of trespass for all undocumented immigrants.&nbsp; Despite predictions of rain, the weather was perfect and the large crowd of Catholic students, teachers, and parents were treated to a great day of fun and learning.&nbsp;<br />&nbsp;<br />The rally was not the only thing happening at the Capitol this week, however, as movement occurred on some very positive pieces of legislation relating to school choice.&nbsp; In particular, the Senate Education Committee yesterday approved legislation that would allow donors to wait until April 15</span></td></tr><tr height="0"><span style="font-size:11px; ">th</span></td></tr><tr height="0"><span style="font-size:13px; "> of the following year to make their tuition tax credit contributions.<br />&nbsp;<br />Additionally, it was announced that two important bills relating to tuition tax credits (HB 2663 and HB 2664) will be heard in the House Ways and Means Committee next Monday at 2:00 p.m..&nbsp; Both of these bills are meaningful efforts that will improve an already beneficial tax credit program by providing additional transparency and accountability.&nbsp; &nbsp;HB 2664 also would increase the tuition tax credit limits to $750 for individuals and $1,500 for married couples.<br />&nbsp;<br />Other positive news came this week when the House Health and Human Services Committee approved a measure (HB 2148) that would provide a preference for married couples in public adoptions.&nbsp; A similar measure failed to pass in the Senate a few years ago, but there is more optimism for this year's bill.<br />&nbsp;<br />Finally, there was not much movement on immigration bills this week, but SB 1070 is an anti-immigrant measure that may make it to the Senate Floor next week.&nbsp; ">LEGISLATIVE SESSION PREVIEW</span><span style="font:10px Arial, Verdana, Helvetica, sans-serif; "><br /></span><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br />As you dig out from the latest snowstorm, I'd like to give you a preview of the 2010 legislative session in Iowa. Sorry for the length this time, but there's a lot to cover. This is the first of what will normally be weekly updates during the session.</span><span style="font:10px Arial, Verdana, Helvetica, sans-serif; "><br /></span><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br />The second session of the 83rd Iowa General Assembly will convene this coming Monday, Jan. 11. The leadership has decided to cut the number of days that legislators will be reimbursed for expenses from 100 to 80. Since the end of the session typically comes close to when the "per diem" ends, that would put the end of the session around March 31. This timeframe will make it more difficult to advance issues other than the budget and other priorities of the leadership, but we'll be ready to work from day one.</span><span style="font:10px Arial, Verdana, Helvetica, sans-serif; "><br /></span><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br />The Iowa Catholic Conference has five committees. The Communications Committee helps us get the word out about what we're doing. The other four are Education, Family Life, Pro-Life and Social Concerns. Let's take a look at the issues we're likely to work on from these committees.</span><span style="font:10px Arial, Verdana, Helvetica, sans-serif; "><br /></span><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br />EDUCATION</span><span style="font:10px Arial, Verdana, Helvetica, sans-serif; "><br /></span><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br />There is always a great deal of legislative activity on education in Iowa. Since Catholic schools are accredited by the state and generally must follow all the state's regulations for schools, we pay very close attention to what's going on.</span><span style="font:10px Arial, Verdana, Helvetica, sans-serif; "><br /></span><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br />There is already an unfortunate recommendation to cut the Educational Opportunities Act (EOA) tax credit program, which help nonpublic schools raise private money for scholarships. The problems with the Iowa Film Office tax credits have put all tax credit programs under scrutiny. We agree that all tax credit programs should be reviewed for their usefulness to the state.</span><span style="font:10px Arial, Verdana, Helvetica, sans-serif; "><br /></span><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br />The governor's tax credit review panel on Friday called for keeping the EOA tax credits but capping them at $5 million rather than $7.5 million, and reducing the credit percentage to 40 percent rather than the current 65 percent. This would be mean fewer dollars for scholarships and making it more difficult to raise those dollars.</span><span style="font:10px Arial, Verdana, Helvetica, sans-serif; "><br /></span><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br />We will definitely be working to keep the status quo with the Educational Opportunities scholarships. The tax credits are already capped (unlike some other programs), the program helps low-income children, and the citizens of Iowa know exactly what benefit they receive - great student achievement. In addition, every child who attends a nonpublic school saves the state money, because the state and local governments do not have to pay for their education.</span><span style="font:10px Arial, Verdana, Helvetica, sans-serif; "><br /></span><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br />We are also very concerned about cuts in funding for services for nonpublic school students, particularly in the area of textbooks and transportation. The reality is that funding for textbooks is less than what was appropriated in 1992. Transportation funding for nonpublic school students is about the same as in 1992 and falls more than 20 percent short of what is actually needed.</span><span style="font:10px Arial, Verdana, Helvetica, sans-serif; "><br /></span><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br />Finally, we will be working to make a change in the Iowa Code allowing state textbook funds to be used for instructional technology.</span><span style="font:10px Arial, Verdana, Helvetica, sans-serif; "><br /></span><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br />FAMILY LIFE</span><span style="font:10px Arial, Verdana, Helvetica, sans-serif; "><br /></span><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br />The main issue from our Family Life Committee is asking the legislature to pass an amendment to Iowa's constitution which would define marriage as a union between a man and a woman. We believe that the people of Iowa should be able to vote on such an important issue, and that can only take place if the legislature passes the amendment in two successive sessions.</span><span style="font:10px Arial, Verdana, Helvetica, sans-serif; "><br /></span><span style="font:17px Arial, Verdana, Helvetica, sans-serif; "><br />The legislative leadership is adamant that the debate on this issue is over and that an amendment will not reach the floor. We are encouraging the legislature to limit the interest rate on payday loans to 36 percent. We believe the current situation is unjust especially since these loans appeal to people who are in a precarious financial state to begin with. Only one percent of these loans are made to one-time borrowers. ">On Thursday, a special House committee agreed to 22 recommendations designed to increase accountability and transparency, while also increasing savings to the state.<br />&nbsp;<br />It should be noted that the vast majority of the proposals were unanimously agreed to by all legislative members on the panel and that an entire package of recommendations were approved on a bipartisan vote of 4-1.<br />&nbsp;<br />Among the most meaningful recommendations adopted was a proposal to expressly prohibit donations for specific students that involve swaps between taxpayers.&nbsp; Additionally, school tuition organizations would also face new requirements relating to auditing, certification, the consideration of financial need when granting scholarships, and reporting the amount of scholarships provided to children in need.<br />&nbsp;<br />The House committee also recognized that tuition tax credits are saving taxpayers hundreds of millions of dollars a year by keeping students in private schools.&nbsp; "><br /></span></td></tr><tr height="0"></p><p style="text-align:left;"><span style="font-size:13px; ">The first round in defending Arizona's new abortion laws was fought in both federal and state courts today.<br />&nbsp;<br />While the federal court issued a 23 page opinion denying the abortion industry's request for a preliminary injunction, the state court issued a short minute entry that effectively blocked the immediate implementation of many of the provisions contained in the new abortion laws.<br />&nbsp;<br />At this point in time the good news is that the state ban on partial birth abortions has not been challenged and will now become law, along with new statutory provisions codifying the procedures a minor must follow in order to obtain a judicial bypass for an abortion.<br />&nbsp;<br />The state court injunction, however, blocks implementation of important provisions that would prohibit non-physicians from performing surgical abortions as well as the enhancements to Arizona's rights of conscience statute that were initiated by the Arizona Catholic Conference.<br />&nbsp;<br />It appears that the 24 hour waiting period requirement before a woman can obtain an abortion will still become effective, but the state court's preliminary injunction sets aside the provision that the woman actually sees a doctor 24 hours before the procedure and receives the informed consent orally and in person.<br />&nbsp;<br />Additionally, the new parental consent language requiring notarized signatures was set aside until the Secretary of State can meet certain standards set out by the court.<br />&nbsp;<br />Despite the setbacks today, the litigation surrounding Arizona's new abortion laws is far from over and will continue for years to come.&nbsp; Accordingly, the Arizona Catholic Conference will continue to closely monitor these developments and take whatever actions are necessary to defend these important laws protecting women, children and the civil rights of health care workers.<br />&nbsp;<br />We are especially grateful to the Alliance Defense Fund, the Center for Arizona Policy and the Bioethics Defense Fund for working very closely with us in these efforts and assisting us in our efforts to intervene in both cases.<br />&nbsp;<br />As important developments occur, we will keep you posted.&nbsp; The United States Conference of Catholic Bishops (USCCB) and other pro-life groups are very concerned that the health care proposals being considered in both houses would mandate abortion coverage and weaken existing conscience protections.  The USCCB Pro-Life Secretariat yesterday issued the following update:<br /> <br />"The health care debate has reached a critical stage in Congress.  The Senate Health, Education, Labor and Pensions (HELP) committee has approved a bill, after defeating a number of pro-life amendments. But, this bill is waiting for the Senate Finance Committee to complete work on the aspects of reform over which it has jurisdiction so the bills can be combined. The Finance Committee is trying to produce a bipartisan bill that addresses key criticisms of the Democratic-only bills moving forward thus far.<br /> <br />The House Energy and Commerce Committee has interrupted the markup of a House "tri-committee" bill to see what can be worked out on a number of key issues that are blocking broader support for the legislation, including pro-life concerns. Two other House committees passed the bill earlier this week, but it is Energy and Commerce that has jurisdiction over the parts of the bill where pro-life concerns are most pertinent.
